PA Bans Bettors Who Left Minor, Disabled Adults Unattended

In late June 2025, the Pennsylvania Gaming Control Board banned an additional 15 people from gambling.

The PGCB announced that its Involuntary Exclusion List now contains more than 1,400 people. 

The news comes as Pennsylvania reported that state-sanctioned gambling produced more than $600 million in gross revenue in May, marking a new monthly record.

Leaving Minors Alone to Gamble

Among the additions to the list is a man who left his three-year-old child in a vehicle in the parking lot of Rivers Philadelphia Casino to place sports bets.

Another sports bettor left two disabled adults who were under his care unattended in a vehicle in the parking lot of an unnamed casino.

Online sports betting apps are legal in Pennsylvania. 

Sports betting is among the most addictive forms of gambling.

The PGCB publishes the names and photos of gamblers who left children or disabled adults unattended.

From the PGCB database, it is often unclear whether these individuals face criminal charges.

PA’s Hard Stance on Issue

The Pennsylvania Involuntary Exclusion List bars a person from gambling online and in a retail casino. Furthermore, the person can’t legally access video gaming (VGT) locations.

The ban applies only to using Pennsylvania-licensed gambling operators.

“Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children,” the PGCB said.

In 2022, the PGCB created the awareness campaign, Don’t Gamble with Kids.

That year, the PGCB reported roughly 300 cases of minors left unattended while their guardians gambled in casinos.

The PGCB does not currently track or report neglect cases related specifically to online gambling activities.
