Pennsylvania Gambling Self-Exclusion Sees ‘Tremendous Growth’

According to an annual Pennsylvania gambling report released in October 2025, requests to join the state’s self-exclusion lists skyrocketed in calendar year 2024.

Gambling self-exclusion is often a last line of defense for someone with a gambling addiction.

The Pennsylvania Gaming Control Board said in the report that its self-exclusion programs saw “tremendous growth” in 2025 compared to 2024.

The growth came as online casinos won more than retail casino slots for the first time. Earlier in 2025, Pennsylvania began a new comprehensive study of the changes to its gambling industry.

PA Gambling Self-Exclusion Numbers

In 2023, the state received approximately 5,500 requests for self-exclusion enrollment. In 2024, that number rose to 7,400, reflecting a 34.5% year-over-year increase.

The casino self-exclusion program began in 2006.

Following a 2017 gambling expansion, Pennsylvania self-exclusion was broadened to include online casinos, sports betting, so-called “video gaming terminals,” and fantasy sports.

Online gambling (casino + sports betting) self-exclusion specifically saw the greatest growth, going from 2,200 total requests in 2023 to 3,500 in 2024, an increase of almost 60% year-over-year.

The annual report did not give cumulative totals for Pennsylvania gambling self-exclusion. 

However, in February 2025, the PGCB revealed that it had processed over 38,000 casino enrollment requests since the program’s inception.

As for online gambling, there were nearly 7,000 people on that list as of mid-2024, according to a separate government report. The cumulative total for online gambling is approaching 10,000.

Pennsylvania also has an involuntary exclusion list that includes over 1,400 people.
