PA Online Casino Revenue Greater Than Slot Machines In 2025

In 2025, Pennsylvania (PA) online casinos became the top revenue generator in the state’s gambling industry, surpassing traditional slot machines for the first time.

The Pennsylvania Gaming Control Board reported that state-sanctioned online casinos won $2.48 billion from gamblers in the fiscal year ending June 30, 2025.

It was the sixth year of Pennsylvania online casino gambling. In the previous fiscal year, the online casinos took $1.95 billion from gamblers.

PA Slot Machine Revenue

For the first time, online casino revenue surpassed slot machine winnings. 

Roughly 25,000 slot machines spread between Pennsylvania’s 17 casinos generated $2.44 billion in the recently completed fiscal year.

The retail slot revenue was virtually unchanged from the previous fiscal year.

Online casino revenue includes digital versions of slot machines and table games like blackjack, poker and roulette.

Online Casino: The Industry’s Jewel

Pennsylvania is an example of why the U.S. casino gambling industry wants online casino legalization in more states.

Nearly all the year-over-year growth in the Pennsylvania gambling industry came from online casinos.

The platforms lure in users through so-called deposit match offers. In 2025, Caesars Online Casino was sued in PA over claims that its promotion is predatory.

Pennsylvania sportsbooks took $487.64 million from gamblers in the recent fiscal year. That was only about $1 million more than the previous fiscal year but less than FY 2023, in which $491.96 million came from sports betting.

Unlike online casino growth, sports betting revenue in Pennsylvania has remained flat in recent years.

Total PA Casino Revenue Hits Record

Total gambling revenue in Pennsylvania hit a record $6.39 billion for Fiscal Year 2025, driven primarily by the growth of PA online casinos. The PA legal gambling age for online casinos is 21.

The figure consists of the combined revenue from: 

  • Brick-and-mortar casino slot machines
  • Brick-and-mortar casino table games
  • Online casino
  • Sports wagering
  • Video gaming terminals (VGTs)
  • Daily fantasy sports 

The amount surpasses the previous high of $5.89 billion from FY 2024. Pennsylvania’s Fiscal Year runs from July 1 to June 30.

The tax revenue from gambling in Fiscal Year 2025 was $2.80 billion.

The state’s cut of gambling revenue beat the previous high of $2.54 billion.
