Indiana Casino Self-Exclusion Bolstered With New Law

Indiana Gov. Mike Braun signed a bill on March 12, 2026, that could improve the effectiveness of the casino self-exclusion system for Hoosiers with problem gambling.

The bill, HB 1052, amends Indiana’s Voluntary Exclusion Program (VEP) statute to include sports wagering certificate holders (ie state-licensed online sportsbooks).

Before this law, Indiana Gaming Commission materials already treated VEP participants as barred from sports wagering in Indiana, but HB 1052 now puts that in statute.

A separate Internet Self-Restriction Program (ISRP) allows Hoosiers to self-exclude only from online sports betting, and this remains unchanged by the new law. HB 1052 does not abolish the ISRP. Hoosiers can still self-exclude themselves from online sports betting only.

“Any time the self-exclusion program is expanded, it allows those who feel they need a break or may have a gambling problem to sign up for exclusion,” Christina Gray, executive director of the Indiana Council on Problem Gambling, told GamblingHarm.org. “This will hopefully give them time to assess their gambling and whether they should seek additional information or help.”

The change takes effect July 1, 2026.

  • In Indiana, about 6,800 people are in the VEP program, according to the latest state figures. Another 4,800 have been removed from the list.

Indiana Casino Self-Exclusion: How It Works

  • VEP bans you from casino gambling in any form.
  • It applies to all Indiana casinos, including the tribal-operated Four Winds South Bend.
  • No sports betting at casinos, through apps, websites, or at off-track betting.
  • Indiana’s VEP doesn’t apply to the state lottery.
  • Unlicensed online casinos taking bets from Indiana residents are not part of the VEP.

How to Enroll in Indiana Self-Exclusion

  • You can enroll online for both the VEP and ISRP.
  • You can also bring a valid photo ID to the Indiana Gaming Commission office in Indianapolis or any Indiana brick-and-mortar casino. 
  • An approved treatment provider can also help you enroll.
  • Staff will explain your VEP options and help you complete enrollment.
  • Choose a ban of one year, five years, or a lifetime.
  • Self-exclusion does not end automatically. 
  • For one-year or five-year bans, request removal after the term expires.

Important Rules to Remember

  • Companies owning Indiana casinos may also ban you from their other properties, including those in Las Vegas or Atlantic City.
  • If caught in a casino, you risk arrest for trespassing.
  • Casinos must halt marketing to self-excluded players and cancel check-cashing and credit services.
  • With an online sportsbook, you may withdraw your balance, but active bets are canceled and refunded.

For Indiana Casino Employees

  • Casino employees on the VEP may enter gaming areas only for work duties.
  • If you are on the VEP list and working at a casino, you must inform the Indiana Gaming Commission before you start work.

How to Get Off the List

  • After a one- or five-year ban ends, complete a Request for Removal form.
  • Submit the form at a casino, the Gaming Commission office, or by mail.
  • You can also remove yourself online.
  • People who choose lifetime exclusion cannot request removal.
