PA Underage Betting Crisis: Bill Would Block Apps In Schools

A Pennsylvania lawmaker has introduced legislation to block students from accessing online casino games and sports betting apps at school.

House Bill 2631, introduced by Rep. Jason Ortitay, would require licensed online gaming and sports wagering operators to block access to their platforms from inside Pennsylvania schools.

The implementation would use “geospatial” technology to create a digital boundary around the school property.

Predatory online gambling is legal in Pennsylvania for adults.

With smartphones widely available, students can potentially access gambling platforms during the school day. In some cases, minors may be using a parent’s account and login credentials to place bets or play online casino games.

“Our schools should be a place for learning, not a place to lose your future one bet at a time,” Ortitay said.

The bill is named in honor of Ray Mikesell, a South Fayette Township man whose gambling addiction began when he was a student. According to Ortitay, Mikesell’s addiction continued for years and ultimately cost him his life.

Mikesell’s father, Raymond Mikesell Jr., urged lawmakers to act in hopes of preventing other families from experiencing the same loss.

“If this legislation helps even one person, it is worth it,” Mikesell said. “This is for my son.”

Operators Responsible

The proposal places responsibility on licensed gambling operators.

Operators already use location technology to ensure bets are placed from within Pennsylvania. House Bill 2631 would require similar technology to prevent gambling platforms from operating on school property.

Ortitay developed the legislation in coordination with the Pennsylvania Gaming Control Board, which supports the approach, according to the announcement.

The bill awaits consideration in the House Gaming Oversight Committee, but its chances appear long in 2026.
