MASSIVE Collusion Ring In Michigan Live Online Casino Games

Michigan gambling regulators and an online gambling supplier identified multiple instances of collusion involving rogue employees dealing “live” online casino games, according to documents obtained via a FOIA request from GamblingHarm.org.

Live online casino games involve a real person in a studio dealing cards or facilitating other gambling via a live stream that appears on customers’ mobile devices. It’s a popular form of gambling in Michigan.

The Michigan Gaming Control Board, which oversees the state’s legal online gambling sector, imposed $120,000 in fines against Evolution US LLC, which provides live online casino gambling to operators in the state.

Michigan fined Evolution $40,000 in three separate orders, which were finalized recently and appeared at the MGCB’s June 2026 hearing.

Order Report One

Beginning December 10, 2024, through December 24, 2024, three game presenters/dealers from Evolution blocked camera views of the gaming table and were able to manually input an incorrect game outcome number for four craps game rounds.

These entries resulted in large winning wagers placed by 18 authorized participants with a total financial impact of $177,961.

Evolution was aware of this collusion by December 24, 2024, but did not notify the Board until December 31, 2024, when it submitted a preliminary incident report. Evolution provided the Board with a final incident report regarding this incident on January 21, 2025.

Order Report 2

On February 27, 2025, March 3, 2025, and March 5, 2025, a game presenter/shuffler/dealer failed to follow the card shuffling procedures by not consistently completing the required number of single riffle shuffles.

The employee also manipulated the cards to predetermine the outcomes of the first hands of four different blackjack games. One authorized participant was involved in all four games, which resulted in winnings from the first hands of the affected games with a total financial impact of $9,977.50.

This incident was self-reported by Evolution.

Order Report 3

On March 15, 2025, a game presenter from Evolution was able to manually input an incorrect outcome number for one game of the Lightning Dice table. This incorrect entry resulted in large winning wagers placed by two authorized participants with a total financial impact of $44,910.

Evolution Mitigation Statement

The online gambling supplier said in a letter to the MGCB:

“… Evolution has reinforced its control environment through targeted remediation measures, including enhanced monitoring thresholds, additional procedural validation checks, and reinforced employee training focused on collusion risks and adherence to operational protocols.

Access controls, supervision, and audit mechanisms continue to be reviewed and strengthened as part of an ongoing risk-based approach to control enhancement. Evolution recognizes that, while no control framework can fully eliminate the risk of deliberate misconduct by individuals acting in bad faith, its systems and processes are designed to reduce such risks to a reasonable level and ensure prompt detection and response.

Evolution remains committed to continuous improvement of its internal controls and to maintaining open, constructive engagement with the MGCB to ensure alignment with regulatory expectations.”

Dealers And Players Not Identified

The people involved in the incidents were not named in the MGCB orders that GamblingHarm.org received.

It is unclear whether any of the individuals have faced criminal charges.
