Online sweepstakes casinos have been illegal in California since Jan. 1, 2026.
Reports and firsthand accounts on online forums link sweepstakes casinos to extreme financial harm and suicide, with experts calling them predatory.
You can report illegal sweepstakes casinos to California authorities. This guide will explain how you can report these gambling platforms.
Go to the CA Attorney General complaint form
Use the California DOJ’s “Consumer Complaint Against A Business/Company” form. The page is intended for complaints about a business or company, including consumer disputes.
Gather the sweepstakes casino’s information
Before starting, collect the company name, website URL, mailing address (if available), customer support email, app name, and any parent-company information. The form asks for business information, including the company name, address, phone number, email address, and website.
Save your evidence
Take screenshots of the sweepstakes casino’s ads, terms and conditions, bonus offers, purchase pages, redemption rules, account balances, and customer-service messages. Also, save receipts, bank or card charges, and emails.
Explain what happened clearly
In the complaint description, identify the product or service, the dates involved, and what you believe was misleading, unfair, illegal, or harmful. The DOJ form specifically asks consumers to describe the product or service, the issue, relevant dates, company representatives, and what the advertising said.
Mention why it matters
For a sweepstakes casino, you may want to explain whether the site looked like gambling, accepted purchases for coins or credits, promoted prizes or redemptions, made withdrawal difficult, used misleading “free-to-play” language, or targeted California consumers.
State the resolution you want
The form asks what you would consider a reasonable resolution from the company. You can request a refund, account closure, removal from marketing lists, clearer disclosures, or an investigation by regulators.
Upload supporting documents
The form allows document uploads and states not to include sensitive personal information, such as Social Security or bank account numbers. Redact anything unnecessary.
Submit the sweepstakes casino complaint
Before submitting, you must affirm that the information is true and accurate. The Attorney General says it cannot act as your personal lawyer and may refer the complaint to another agency.
